I think he means go out and pretend like you're doing a quest, and kill all the high level monsters which are there because you're doing the quest, resign, and repeat. Don't actually complete the quest, just kill baddies. The baddies will increase in levels as you level up because that's how the quests are designed.
You can just kill red dots to 20. |

However some of the red dots ie missions are not that easy.
Do not do it solo unless your really good I found a great variation in mission difficulty. As an experienced but casual player its a little hairy at times esp if you want survivor too. One had me having to kill 6 enemy leaders which was long and at times tough. The next had me kill one bad guy and it was pathetically easy both give the same reward. I think the toughest so far had a necro/mesmer group in an area of constant degeneration. Going into an area with around 350 health and being hit for two health drains while your already being drained from the area was tough. Serves me right for going in solo. |

I may be biased because my perma-pre character is a monk, but to me, the quests seem fairly easy. Ironically, the most difficult of the quests for me has been the one involving Undead Necromancers.
